Newspaper Circulation Falling Fast, Down 10.6 Percent

(AP) - The decline in U.S. newspaper circulation is accelerating as the industry struggles with defections to the Internet and tumbling ad revenue.

Figures released Monday by the Audit Bureau of Circulations show that average daily circulation dropped 10.6 percent in the April-September period from the same six-month span in 2008. That was greater than the 7.1 percent decline in the October 2008-March 2009 period and the 4.6 percent drop in the April-September period of 2008.

Sunday circulation fell 7.5 percent in the latest six-month span.

As expected, The Wall Street Journal has surpassed USA Today as the top-selling newspaper in the United States. The Journal's average Monday-Friday circulation edged up 0.6 percent to 2.02 million -- making it the only daily newspaper in the top 25 to see an increase.

USA Today saw its worst decline ever, dropping more than 17 percent to 1.90 million. The newspaper has blamed reductions in travel for much of the circulation shortfall, because many of its single-copy sales come in airports and hotels.

The New York Times stayed in third place at 927,851, down 7.3 percent from the same period of 2008.

Newspaper sales have been declining since the early 1990s, but the drop has accelerated in recent years. Part of this is because newspapers stopped serving harder-to-reach areas and limited circulation to their core regions.

In many cases, people simply aren't buying print copies as much as they used to, given the abundance of free news on the Internet, often from the newspapers themselves. This has prompted newspapers to consider charging fees for Web access, but it could prove difficult to persuade people to pay for something they are used to getting for free.

Newsday, a Long Island daily, said last week it plans to start charging people who don't subscribe to its print edition $5 a week for access to its Web site. Newsday's circulation dropped 5.4 percent in the latest reporting period, to 357,124.

Of the top 25 dailies, the San Francisco Chronicle saw the worst circulation decline, falling 25.8 percent to 251,782. The Star-Ledger of Newark, N.J., and The Dallas Morning News both fell 22.2 percent.

Of all the newspapers with a paid circulation of more than 50,000, the York Daily Record in Pennsylvania saw the biggest increase -- rising 16.5 percent to 55,370.

The figures from the circulation bureau compare 379 newspapers that had reported daily average sales for both the current and year-ago periods. The Sunday figure, meanwhile, compares 562 newspapers.

The closures of the Rocky Mountain News in Denver, the Seattle Post-Intelligencer and other printed newspapers aren't reflected in the total decline. (And in many cases, subscriptions were transferred to each city's other major newspaper). The total also excludes many smaller newspapers because of rule changes that make direct comparisons impossible."

Wow!!! Impressive. Unbelievable. Shocked. Don't know what to say. NBC and CBS must be praised for their two recent episodes. Give credit where credit is due.

The exposé, "Medicare fraud: A $60 billion crime," investigated what "has become one of, if not the most profitable, crimes in America... push[ing] aside cocaine as the major criminal enterprise."

I knew there was fraud in the Medicare/Medicaid system, but I had no idea of the magnitude.

I was surprised this led correspondent Steve Kroft to the obvious point, "This story may raise your blood pressure, along with some troubling questions about our government's ability to manage a medical bureaucracy." Bingo.

About the 60 Minutes segment, Jim Kouri, a VP of the National Association of Chiefs of Police wrote on Examiner.com:

[F]inally a major news organization was asking the right questions regarding the current epidemic of fraud and abuse within the government health care bureaucracy which is a preview of what can be expected once the federal government takes control of Americans' overall health care.... [O]ne can only imagine the amount of corruption that will occur....

60 Minutes tried to portray the Obama administration favorably. Attorney General Eric Holder said they had earmarked $200 million to the Medicare fraud division in the stimulus package.

Two problems there. #1, the corruption appears too massive:

But Tony, who has just begun serving his 12 year prison sentence, says there's no shortage of people in Miami waiting to take his place.

Asked how many people in Miami were doing this, Tony said, "I'd say at least 2,000 people. At least 2,000, 3,000 companies."

He estimated that less than 5% of these companies were legitimate.

And that's just Miami. #2: Government bureaucratic intervention will only encourage crooks to become more sophisticated while punishing legitimate companies - and increase the bureaucracy - by forcing them to fill out endlessly more paperwork.

Per MN Public Radio via Kaiser Health News:

Medicare fraud is difficult to find and prosecute without whistleblowers, says MN federal prosecutor Gerald Wilhelm. "'Medicare cases are often what I call the death of a thousand ankle bites,' Wilhelm said. 'Every bad claim is a dollar, but there are a billion bad claims so it's a billion dollars, and so to look at all of those claims is impossible.'" While some cases are obvious, "many cases fall into a gray area that mean second-guessing a physician's decisions." But "[t]he Medicare statute itself prohibits the government from interfering with the practice of medicine. Wilhelm said the question with Medicare is often whether a clinic billed the government for a more complex procedure than it performed or than the patient needed. He said it's like buying a Chevrolet and charging the government for a Cadillac."

And as much as MSM would like to portray Obama as the 1st Enlightened One to attain the presidency, not so fast. Kim Brandt, Medicare's director of program integrity, told Kroft, ""[O]ur primary focus over the past years has been to tighten our enrollment standards to make it so it's much harder for people like that to be able to get in the program, and to be able to commit that kind of fraud."

Well, that "primary focus" hasn't borne any antifraud fruit.

Brandt added, "Well, it really does come down to the size and scope of the Medicare program, and the resources that are dedicated to oversight and anti fraud work."

And the "size and scope" of nationalized healthcare would only be Medicaid on steroids."

And then Jill Stanek has this excellent blog concerning NBC's recent episode of Law and Order at Law & Order's abortion episode: Is pro-life the new gay?

Unfortunately, I found NBC does not air full episodes of L&O. I'll have to see if past shows are available on cable t.v.

Meanwhile, pro-life reviews have been favorable, including comments on the post I wrote giving a heads up on the episode. Here's a sample why, a longer clip made available by NBC, where a post-birth partial birth abortion (yes, that's right) is detailed...

    On Friday night's Law & Order, the abortion debate was represented by 2 separate, yet equally important, groups: The anti-choicers, who believe fetuses' rights trump women's, and the pseudo-pro-choicers, who are conveniently persuaded to agree with them by the end of the episode.

    That sound? It's my head exploding.

    Kind of like a late-term baby being aborted, Kate? Not quite. Read Kate's review for descriptions of more surprising pro-life apologetics in the show, even on minor rape:

    What's up? In a town bent on stirring controversy, does Hollywood now think the pro-life view is in, hot - the new gay?

    Or perhaps NBC is trying to recoup lost mainstream viewers?

    Or most likely, since L&O's previous 2 episodes dealing with abortion slanted way left, this was its attempt at balance?

    Ever noticed how the Left focuses on attacking us personally rather than engaging in honest debate on the issues?

    Just last week I appeared on two very different shows: Sean Hannity's Great American Panel and Rachel Maddow's MSNBC show. Seeing how the debate went is instructive.

    On Sean Hannity's show Wednesday night, we had a civil yet spirited discussion on issues of the day. Juan Williams, a Fox News contributor and PBS commentator (with whom I often disagree) made his points concisely and focused on genuine issues. Hannity, as moderator, led the discussion in a manner befitting a leading national media figure.



    The next evening, Rachel Maddow's show was completely different. During a 10-minute segment with me, she flatly refused to discuss even for a moment the health care issue, which was supposed to be the topic.

    Instead, she spent her time in a screeching, angry, at times irrational attack on Americans for Prosperity saying that activists like you are not real, that you're part of a big corporate front, etc. Her attacks on you echoed Speaker Pelosi calling you "un-American" for your grassroots involvement and Sen. Harry Reid calling you "evil-mongers" and others on the Left saying we incite "mob violence."

    Maddow attacked the personal integrity of our Americans for Prosperity Foundation chairman, David Koch, and another of our board members, Art Pope. The spectacle was enlightening: On a national network, Maddow was viciously attacking two great Americans simply because they volunteer their time and give some of their money to support the cause of freedom. Somehow, she has forgotten to attack George Soros for giving tens of millions to liberal causes like MoveOn.org. When I called her on this hypocrisy, she had no answer.

    Then, Maddow cast me as the bad guy. The most outlandish part was when she called me a "parasite feeding on the fears of Americans."



    It's never fun being attacked. You and I both get frustrated when we see politicians and pundits denigrate Americans like us because we are in the arena fighting for our freedoms.

    But, here's the encouraging part.

    The Left is not debating us on the issues precisely because they know they're losing on this front.
    Americans are agreeing with us that a Washington takeover of health care will mean medical treatments denied, longer lines, less choice and more taxes and more debt. ObamaCare is now supported by only 35% of the American people because our fellow citizens are hearing both sides and supporting our view that individual freedom, less government control, lower taxes and less debt is better than the Left's alternative.

    So, that means folks like Rachel Maddow, Speaker Pelosi, Majority Leader Harry Reid, the big labor unions, and all their friends are going to drop the issues debate and focus their fire on discrediting us with personal attacks.

    We should be encouraged by this turn of events. Their attacks mean we are winning with the American people."

This may be disputed and Values Voter News may have jumped the gun on that however, the Republican has gained a point as the third party drops two points since then) and in Virginia where the Republican has a healthy 7 point lead. Not to fail to mention that the House and Senate democrat majority leaders Reid and Pelosi are currently polling low for 2010 elections.     The Wall Street Journal’s Political Diary reports that “Republicans won a pair of special elections on Tuesday in Tennessee and Oklahoma, picking up seats held by Democrats for decades. Combined with this month's capture of the Albuquerque mayor's office by a Republican for the first time in 28 years, Democrats have reason to be nervous about the approaching November 3 off-year elections. Given their lackluster performance in these races, they could face serious turnout problems that will boost GOP performance."
    One of the Democratic losers quoted in the piece blamed his defeat on the fact that "a lot of people based their opinions on national issues . . . the health care issue was the main one."
    CBN News Political Editor John Waage tells me “The thing that's striking is that Republicans are winning seats that Democrats have held for decades. They're also winning with 56 percent of the vote. Too soon to say if it's a trend, but if it continues into November, next year is likely to be a "wave" election
    Pundit George Will asked today, “Could a Wave Be Building?" Uh, do you think? Connecticut Senator Chris Dodd, seeking a sixth term, has an approval rating of just 43 percent. Nevada's Harry Reid, the Majority Leader, is below 40. Some think Republican Mike Castle will win Joe Biden’s Delaware senate seat. In Arkansas Sen. Blanche Lincoln trails all four of her Republican challengers. And Donald Lambro at the Washington Times thinks "even Mr. Obama's old Senate seat is at risk in heavily Democratic Illinois."
    The congressional approval ratings for both parties are in the cellar. But on the question of which party Americans want to run congress, the Democratic lead has been trimmed from 9 percentage points to 3.
    Waage says, “If the GOP candidates win in New Jersey and Virginia this November, and especially if Republicans make big gains in the New Jersey State Assembly, it's probably an indicator that voters are expressing their anger against the Dems' excesses.“
    And the political ground could really shake next year.
    Of course, if the Republican Party had somehow stayed true to the principles of limited government during the big spending Bush years, instead of turning into Fabian Socialists, next fall would be even more interesting. As it is, a lot of Americans now curse both parties."

    Dutch MP overturns UK entry ban

    Far-right Dutch MP Geert Wilders has won an appeal against a Home Office decision barring his entry to the UK.

    The Asylum and Immigration Tribunal ruling overturns a government decision that led to Mr Wilders being turned back at Heathrow in February.

    The Freedom Party leader, who has been accused of Islamophobia, planned a UK visit next week, his solicitor said.

    The Home Office said it was disappointed, and would decide in "due course" whether to fight the ruling.

    A spokesman said: "We are disappointed by the court's decision. The government opposes extremism in all its forms.

    "The decision to refuse Wilders admission was taken on the basis that his presence could have inflamed tensions between our communities and have led to inter-faith violence. We still maintain this view."

    BBC home affairs correspondent Danny Shaw said that a further appeal by the Home Office or a new ban on different grounds were possible.

    The Home Office will need Court of Appeal permission to keep the travel ban in place pending any appeal.

    Mr Wilders faces trial in his own country for inciting hatred.

    The refusal to admit him to the UK in February prompted "a very heated debate at the time", our correspondent added.

    "There were people that said, 'Look, we don't like his views. His views may be unpleasant, they may be something we don't agree with - but he should be allowed in to express those views and show his film, and we can argue and debate with him.'

    "There were others that said, 'It would actually inflame tensions. This is not the kind of person that we want to have.' That was very much the line that the government said at that time."

    UKIP invite

    Mr Wilders' lawyer, Tiki Emezie, said his client was "very happy" at the ruling, and would attend a meeting with the UK Independence Party's Lord Pearson in London next week.

    In February, he had been invited by Lord Pearson to the House of Lords to show his controversial film Fitna, which caused outrage across the Muslim world when it was posted on the internet last year.

    When he was refused entry, Mr Wilders told the BBC it was a "very sad day" for UK democracy.

    "I'm not doing anything wrong. I'm not protesting or running through the streets of London," he said.

    "Democracy means differences and debate. It's a very sad day when the UK bans an elected parliamentarian."

    Lord Pearson said it was a "matter of free speech", telling the BBC: "We are going to show it anyway because we think MPs and peers should see this film."

    And back in 2008 a baby girl was found in the brush near the nation's capital who was found dead.

During oral arguments, Assistant State's Attorney Renee Battle-Brooks said, "Just because the baby was the product of rape... That doesn't make [her] life any less valuable." Perkins added: "Nor, would I add, is a baby any less valuable if you carry her in your stomach rather than in your arms. If only this hurting mother had known about the options available to her through the country's pregnancy resource centers. Instead of leaving the baby to die, she could have been supported by loving volunteers who would have helped to find the child an adoptive home."

    Jamaican PM: new constitution should ban gay marriage

    KINGSTON — Jamaican Prime Minister Bruce Golding said the country's parliament would not recognize same-sex marriage while he was in power.

    "I make no apology in saying decisively and emphatically that the government of Jamaica remains irrevocably opposed to the recognition, legitimization or acceptance of same-sex marriages or same-sex unions," Golding said on Tuesday.

    The prime minister was opening parliamentary debate on a major proposed amendment to the constitution which would lay out the scope of rights and freedoms for Jamaicans.

    The provision, known as the Charter of Fundamental Rights and Freedoms, has been under consideration for several years in the island nation.

    "There is the possibility that sometime in the future parliament could pass a law that says same-sex unions are legal but it won't be done in this parliament. Not as long as I sit here."

    Golding, who in 2007 told the BBC he would not allow gays to sit in his cabinet, said he does not believe it is the business of government to "interfere in what two consenting adults chose to do within their own protected privacy.

    But he stressed "I will not accept it that homosexuality must be accepted as a legitimate form of behavior or the equivalent of marriage."

    He acknowledged to parliament that his stance could prompt the "aggressive" international gay-rights lobby to continue attempts to discourage tourists and investors from traveling to Jamaica.

    "But we remain steadfast in our determination that the values and culture must be protected and preserved," Golding said.

    Jamaica's constitution affirms the right to freedom of association, but the country has experienced recent antipathy towards gays and gay rights groups, according to Human Rights Watch.

    Earlier this year the rights group wrote the prime minister urging action to stem endemic violence against gays, bisexuals and transgender people in Jamaica and calling for Golding to condemn a member of his Jamaica Labor Party who called for tightening of laws against homosexual conduct.

    New Columbia J-School Report Advocates Government Support for News Media

    Bemoaning the decline in advertising for newspapers, two leading media figures, in a report from Columbia University's Graduate School of Journalism, the bastion of establishment liberal journalism, call for taxpayer spending on the news media, advocating that public radio and television be “substantially reoriented” to “provide significant local news reporting” and for the creation of a “a national Fund for Local News” paid by “fees the Federal Communications Commission collects from or could impose on telecom users, broadcast licensees or Internet service providers.”

    In a Monday op-ed, “Finding a new model for news reporting,” former Washington Post Executive Editor Leonard Downie Jr. and Michael Schudson, a professor of communication at Columbia's Graduate School of Journalism, previewed a “comprehensive report commissioned by” the school, “The Reconstruction of American Journalism,” which was to be posted Tuesday (PDF version) but was put up late this morning on the site of the school's magazine. Echoing the rationale for ObamaCare, the duo contended the fate of the legacy media is a governmental responsibility:

    American society must now take some collective responsibility for supporting news reporting -- as society has, at much greater expense, for public education, health care, scientific advancement and cultural preservation, through varying combinations of philanthropy, subsidy and government policy. It may not be essential to save or promote any particular news medium, including print newspapers. What is paramount is preserving independent, original, credible reporting, whether or not it is profitable, and regardless of the medium in which it appears.

    Amongst their proposals, which would inevitably lead to more liberal output from the journalists matching the interests of government bureaucrats and political appointees:

    ♦ The Internal Revenue Service or Congress should clarify tax regulations to explicitly allow new or existing local news organizations to operate as nonprofit or low-profit entities, allowing them to receive tax-deductible donations, along with advertising revenue and other income.

    ♦ Public radio and television should be substantially reoriented, through action by and reform of the Corporation for Public Broadcasting, to provide significant local news reporting in every community served by public stations -- reporting that too few of them do now.

    ♦ A national Fund for Local News should be created with fees the Federal Communications Commission collects from or could impose on telecom users, broadcast licensees or Internet service providers. Grants should be made competitively by independent state Local News Fund Councils to local news organizations for innovations in local news reporting and ways to support it.

    Downie, after 17 years at the helm of the Washington Post until September of 2008, is now a journalism professor at Arizona State University's Walter Cronkite School of Journalism and Mass Communication.
