Morning Bell: The Health Care Fight Has Just Begun

The months long drama over the fate of President Barack Obama’s health care plan ended at 1 AM this morning when the Senate voted  60 - 40, on a strictly party line vote, to end debate on Majority Leader Harry Reid’s (D-NV) manager’s amendment; a mere 38-hours after it had been unveiled to the American public. With Sens. Joe Lieberman (I-CT) and Ben Nelson (D-NE) threatening to veto the bill if any significant changes are made by the House in conference, it is virtually guaranteed that this is the version of Obamacare that will be signed by the President before his State of the Union address in January.

Final passage of this health bill will be historic, but not in the way President Obama intended. Never before has such a large restructuring of the U.S. economy been passed on a straight party-line vote. Never before has legislation so unpopular with the American people been passed on a straight party-line vote. Never before has the fate of one-sixth of our economy been so dependent on backroom deals and payoffs the full extent of which may not be known for years.

To defend this abomination of a bill yesterday on the Sunday shows, the White House did not send Health Reform director Nancy-Ann DeParle or Budget director Peter Orszag. Instead they sent White House sent political consultant David Axelrod to defend the bill on three of the five top Sunday shows. But there simply is no defending the policy substance of this bill:

Busts the Federal Budget: According to the Congressional Budget Office (CBO), the amended Reid plan would reduce the federal budget deficit by $132 billion over the period 2010 to 2019, but that is a mirage. The CBO can only score what the Senate tells them they will do, not what everyone knows they actually will do. For example, the Senate bill cuts Medicare fees for doctors by 20% starting in 2011. Nobody believes these cuts will be allowed to happen. By changing just that provision, Obamacare ends up adding $196 billion to the deficit in the first 10 years and $765 billion in the second decade.

Busts State Budgets: According to The Fiscal Survey of States, 31 states cut higher education and 26 states cut K-12 education in 2009. This is because Medicaid and education are almost always any states two highest budget items, and states cannot touch the entitlement to Medicaid. Obamacare only increases state Medicaid obligations thus further bankrupting states. This is why Sen. Nelson demanded a permanent Medicaid bailout for Nebraska in exchange for his vote. Other states like Hawaii, Vermont, and Massachusetts also won key federal bailouts for their health programs. Who are the losers? All the other that are forced to pick up the $1 billion tab.

Increases Health Care Costs: Throughout the health care debate, President Obama promised reform that would “bend the cost curve down” on health care spending. But according to the President’s own the Centers for Medicare and Medicaid Services (CMMS) the Senate does exactly the opposite, actually driving health care costs up by adding $234 billion to national health expenditures.

Endangers Americans Quality of Care: President Obama used to promise that “If you like your health care plan, you can keep your health care plan.” But as the CBO confirmed this month 10 million Americans will be forced out of their current health insurance plan should Obamacare become law. Even worse, CMMS has reported that Obamacare’s $493 billion in Medicare cuts could force as many as one-in-five health care providers into insolvency thus forcing them out of the Medicare program.

Forces Americans to Pay for Abortions: Despite the inclusion of the Nelson amendment, when the federal government’s role over the financing and delivery of health care grows, as it does under this bill, a requirement to segregate premiums that cover abortion services would be merely cosmetic in practice.

$400 Billion in New Taxes: From taxes on employment to taxes on tanning beds, Obamacare is funded with over $400 billion in new taxes at a time of double digit unemployment, including $29 billion in taxes on 19 million Americans who still will not receive any health insurance.

A “Starter Home” for Government Run Health Care: While technically not a public option, this scheme will have the same results. By giving unprecedented power and authority to the Director of Office of Personal Management, the multi-state plans created in the bill will simply become the government plan. Single payer advocate Sen. Tom Harkin (D-IA) is even calling the bill a “starter home” for further reform.

This bill will only make every single problem with out health care system worse: higher spending, higher deficits, and worse care. Former-Democratic National Committee Chair Howard Dean said on Meet the Press yesterday, “[This bill] simply sets us on a track in this country which is expensive and where we’re going to have lots more political fights.” Dean is dead on. President Barack Obama’s signature on this health care bill settles nothing: it is only the beginning of a much larger health care fight.

Stupak Knocks Senate Abortion Health Care Compromise, Would Defeat It in House

Washington, DC (LifeNews.com) -- Rep. Bart Stupak, the pro-life Michigan congressman who led the fight against the abortion funding in the House, says he doesn't approve of the new abortion funding compromise in the Senate. The Democrat made it clear he would work to defeat the proposal if it makes it to the House.

Stupak, in an interview with Politico, called the deal Harry Reid and Ben Nelson struck on abortion funding "unacceptable."

He joined pro-life groups in saying the compromise marked "a dramatic shift in federal policy,” by undermining the Hyde amendment that has prohibited taxpayer funding of abortions since the 1970s.

Stupak also talked with Politico about a dustup that occurred Saturday morning, whereby one of his staffers sent out an email to pr-life Senate Republicans and pro-life organizations urging opposition to the Nelson amendment.

Somehow, Political got ahold of the email and a response and used them to write an article on how Stupak was reportedly working behind the scenes with Senate Republican Leader and pro-life Kentucky Sen. Mitch McConnell to scuttle the pro-abortion health care bill in the Senate.

“I never talked to McConnell about the health care bill,” said Stupak.

However, Stupak will likely talk with his pro-life colleagues in the House about the Reid-Nelson language. He has repeatedly promised that if his authentic amendment to ban abortion funding is removed from the bill, he will oppose the health care bill.

His promise is important as the Senate moves forward to what are expected to be final votes on the filibuster and the government-run health care bill itself.

If the Senate approves the bill with the compromise intact, it will have approved different language than the House-backed bill and a conference committee will have to work out a final version.

If the conference committee removes the Stupak amendment and leaves the Reid-Nelson language in place, then pro-life Democrats in the House will likely vote against the conference committee bill and it could be defeated.

If the committee keeps the Stupak amendment in place,then pro-abortion House members have said they will vote to defeat the bill and their Senate colleagues may join them.

Either way, the battle over abortion and health care is far from over and pro-life advocates have several ways in which they can still defeat the pro-abortion, pro-rationing, pro-assisted suicide health care bill.

Now keep in mind that most pro-life organizations praised the language in the House health care bill. Many pro-lifers may be against the over all health care reform but at the same time are able to praise "current law" being kept in the legislation as it was in the House. So when pro-lifers come out against this language give them a little weight not to fail to mention that pro-life groups have been right on this issue despite claims from the other side (see FactCheck.org and Time Magazine finally confirm that health care reform would mark significant change in tax payer funded abortions and Video: Stupak, Pitts and company make statements and answer questions about the passing of the bi-partisan pro-life amendment by a vote of 240 - 194 and Nelson supports ReidCare. Compromise in Reid's Manager's Amendment leaves Nebraskan and American tax payers to have to fund abortions.)

Listen to Senator McConnell then Reid's 2nd with his comments: "that's what legislation is all about". Unbelievable. So legislation is all about "compromise" at the expense of the people in other states to pass a bill that a majority of the people in all states oppose and that on the backs of tax payers in all states. If it were a compromise that only effected the tax payers of that state then fine but not one that makes the people of one state fund the issues of another. Unbelievable. Update: As you read below watch Bernie Sanders most recent discussion on the Manager's Amendment and see below for further explanation. This further confirms that Bernie is probably a yes vote on the Senate health care bill.



We learned earlier that Sen. Nelson of Nebraska is a yes vote as he compromised on tax payer funding of abortions with an opt out option for the states (see Nelson supports ReidCare. Compromise in Reid's Manager's Amendment leaves Nebraskan and American tax payers to have to fund abortions.) and Sen. Nelson got some kick backs for his state at the expense of others in the Manager's Amendment (see even the liberal blog Daily Kos for evidence of this at Ben Nelson's price). Much like Sen. Landrieu of Louisiana did to get her vote for cloture back in November (see Health Care bill in Senate apparently passed by bill writer purchasing one of those votes for $300 million thus explaining exactly why the bill was behind closed doors for so long.)

But in case you are wondering if Sen. Sanders of Vermont who earlier expressed he opposes this bill as late as Wednesday (see Breaking Video: Senator Sanders is a no vote right now on the Senate Health Care Bill) it appears he may be in as Mitch McConnell notes that Vermont got special deals much like Nelson above.



If all this is true this leaves all eyes on McCaskill (D), Webb (D) and Snowe (R). If they get McCaskill and Webb they do not need Snowe if they loose one or the other they need Snowe.  See Senator Ben Nelson tells Politico after yesterday's meeting with Obama that he is not on board and that Obama knows this and the 5 Senators to keep an eye on as we get to crunch time.

The AP reported yesterday: "Republican Sen. Olympia Snowe rated a full two hours of President Barack Obama's time the day before he left for climate talks in Copenhagen this week — more than any of her colleagues can claim — as Democrats try to persuade her to vote for their health care overhaul....Even so the moderate Snowe is far from committing to backing the legislation, and Democrats have all but ruled out getting her support when the bill comes to a vote in the next several days....although she's also not ready to say she's voting "no."

That is my best assessment for now. Keep an eye out for McCaskill, Webb and Snowe.

P.S.- I heard about these deals before but never really saw them in action. This is quite an eyeopener for me. Seeing sometimes is believing and its unfortunate but apparently part of the process. See how Obama promised he was going to change these secretive deals which is one reason why many voted for him and yet all these negotiations are done under the table behind closed doors and in secret. Update: Below is Nelson's statement on his support of ReidCare as you read below as to why this new Manager's Amendment forces Nebraskans and Americans to fund abortions via federal taxes. Notice his "states" "rights" to opt out in his speech. States do not have the right to take federal funds from people of other states to fund abortions. Each state does have the right to choose to take state taxes to fund abortions but this is unprecedented. This violates the Hyde Amendment. Nelson is simply wrong. Federal funds will now be used to fund abortions in states that do not opt out and there will be many that do not. So Nebraskans will now be funding the abortions in New York and California. Read actual language of bill below for more and a conservative and liberal concurring articles. 



Now back to original posts and other updates...


This is not at all consistent with Hyde. Hyde would insure that in all states no federal dollars will be used to fund abortions. The Manager's Amendment appears to only insure that in states that generate enough votes to opt out will insure the protection of federal dollars to support such coverage only in their own state but not their federal dollars funding abortions in other states that do not opt out.

Again, I am not sure if I understand this correctly but it appears that it is a bad compromise. This only insures that tax payers money will not fund abortions in states that can generate enough votes to opt out of abortion coverage in the exchange in their state. There will be many states that will not be able to get enough votes to opt out which means that Americans will still be funding abortions via their tax dollars just as before. This means people in the state of Nebraska will be funding abortions via their federal tax dollars in other states. Click here for Manager's Amendment that is now being read in the Senate. And click here to watch Senate debate the Manager's Amendment live. Right now they are reading the whole 300 plus page of the Manager's Amendment.

Below is the language of the Manager's Amendment that is concerning and there may be other parts but this is what was noticed off the top.

‘‘(a) STATE OPT-OUT OF ABORTION COVERAGE.—
 ‘‘(1) IN GENERAL.—A State may elect to prohibit abortion coverage in qualified health plans offered through an Exchange in such State if such State enacts a law to provide for such prohibition.
‘‘(2) TERMINATION OF OPT OUT.—A State may repeal a law described in paragraph (1) and provide
15 for the offering of such services through the Exchange."

If this is the case then it appears in the Senate a vote for a pro-life Democrat is a vote for federal tax payer funding of abortions which is hardly a pro-life vote at all.

We will see how this compromise if ReidCare passes in the Senate will work out after conference and in the House and how pro-life Democrats will respond there. Many pro-lifers are keeping an eye out for sure. Many voted for their Senator to insure that tax payer funding of abortions do not occur at the federal level and Nelson failed his constituents for I am sure there are people in his state that pay federal tax dollars that got him into office expecting him to protect their tax dollars from funding abortions.

But I would like to caution readers to watch the debate in the Senate to see both sides and watch pro-life organizations to see if they applaud this compromise or not as they already have applauded the House health care bill with the Hyde language in the Stupak amendment. I am guessing this will not be applauded for reasons above however, I am no expert on reading the language but it certainly appears that way and so with that caution I send this post out. Not only that but there may be other problems.

Update: As far as I can tell a liberal news group at Fire Dog Lake reported similar findings concerning the bill as Values Voter News has below at Nelson Agrees, Senate Poised To Pass Health Care Bill-"...On abortion, the major change to the language is that states can opt out of it, and create their own Stupak-like prohibition on abortion services in the exchange. Beyond that, there’s the same kind of segregation of funds, et al, that basically were present in the Lois Capps compromise language in the House..."

Update: Well respected pro-life advocate Jill Stanek reports the same at Breaking: Nelson on board sells out; gives Dems 60th vote on healthcare-"... In the managers' amendment, states will be permitted to opt-out of providing abortion coverage on their own state-based health exchanges. An accounting mechanism was also added to segregate federal funds for subsidizing health insurance from private funds for abortion coverage...." She also noted, "...Note: "Opt-out," not "opt-in," meaning guaranteed uphill fights in 50 states to stop public funded abortion in healthcare. "[S]egregate federal funds" - same ole, same ole..."

This is no different then when Reid tried to fix the public option by allowing states to opt-out. Well now that is what they are doing with tax payer funding of abortion. Nelson would not vote for that so why this. Unbelievable. May he have a change in heart from now and the actual vote.

Adult stem cell transplants from bone marrow and cord blood have been used successfully in the past to treat children with sickle cell anemia. In fact, many doctors consider adult stem cells the only "cure" for sickle cell disease. Now, a new study published in the New England Journal of Medicine shows that adults can also be successfully treated for sickle cell anemia with adult stem cells. After 30 months, all of the patients are alive, and nine of the ten patients had successful grafts and are considered cured of sickle cell disease. According to Dr. John Tisdale at the National Institutes of Health: "It's been transforming for these patients. These were the sickest of the sick patients. Some were in the hospital every other week for pain or other crises. Today, some have gone back to school and to work. One patient had a baby."

Other recent adult stem cell successes include re-growing patients' jaw bones and repairing heart damage. The results emphasize that adult stem cells provide the only successful stem cell treatments, and also that much more needs to be done to make resources available for adult stem cells, putting the patients first.

Now to the recent attack on woman from Planned Parenthood uniformed escort.

Statement Regarding Attack by Planned Parenthood Escort on Live Action President Lila Rose

SAN JOSE, CA., Dec. 18 --  At approximately 11:50am on Thursday, December 17th, 2009, Live Action President Lila Rose was struck by a male uniformed Planned Parenthood escort. The attack occurred on a public sidewalk outside a Planned Parenthood affiliate located at 1691 The Alameda in San Jose, California.

Lila Rose was visiting the abortion clinic with a group of about 20 students and three adults to pray and provide information to women who might be open to abortion alternatives.

According to a police report filed at the scene, supported by several witnesses, the following interaction took place between Miss Rose and the uniformed Planned Parenthood escort:

Rose, from the public sidewalk: "Sir, are you familiar with the abortion procedure?"
Escort approaches Rose rapidly from Planned Parenthood parking lot, says, "You idiot. You've caused so much trouble. You piece of crap."
Rose offers to show Escort a picture: "Can I show you a picture of what it really does to a baby?"
The Escort strikes Miss Rose's hand, knocking literature and Bible to the ground. Rose steps further back on sidewalk, Escort steps towards Rose.
Escort, visibly shaking, says, "It's a woman's choice!"
Rose says, "What about the baby's choice?"
Escort says, "It's not a baby!" Escort turns around and walks away.

Police were called and interviewed the victim and several witnesses. Rose sustained no injuries from the attack. Charges of assault and battery are pending. There have been no apologies.

Live Action maintains a strong commitment to non-violent public discourse. We expect Planned Parenthood will respond to their escort's attack by publicly disavowing the use of violence.

Pro-Life Nations Beat Pro-Abortion Ones on Maternal Mortality, New Report Shows

New York,  NY (LifeNews.com/CFAM) -- A new report from the World Economic Forum (WEF) shows that countries with restrictive abortion laws are often the leaders in reducing maternal mortality, and those with permissive laws often lag.

According to the report, the pro-life nation of Ireland has topped the global rankings once again with the best maternal health performance.

Abortion advocates have attempted to push an international "right to abortion," claiming that restrictive laws force women to seek unsafe abortion, which in turn leads to high maternal mortality.

In October, the Guttmacher Institute released a report on global abortion calling on states to "expand access to legal abortion and ensure that safe, legal abortion services are available to women in need." Sharon Camp, president of the Guttmacher Institute, asserted that "in much of the developing world, abortion remains highly restricted, and unsafe abortion is common and continues to damage women's health and threaten their survival."

An examination and comparison of several countries included in the WEF survey show that legal abortion does not mean lower maternal mortality rates.

Both Ireland and Poland, favorite targets of the abortion lobby for their strong restrictions on abortion, have better maternal mortality ratios than the United States.

Ireland ranks first in the survey with 1 death for every 100,000 live births. In recent years Poland has tightened its abortion law and ranks number 27 on the list with 8 deaths per 100,000. In the United States where there are virtually no restrictions on abortion, the maternal mortality ratio is 17 out of 100,000 live births.

Other regions of the world show similar trends. The African nation with the lowest maternal mortality rate is Mauritius, a country with some of the continent's most protective laws for the unborn.

n the other end of the spectrum is Ethiopia, which has decriminalized abortion in recent years in response to global abortion lobby pressure. Ethiopia's maternal death rate is 48 times higher than in Mauritius. South Africa has the continent's most liberal abortion laws and also a high maternal mortality ratio of 400 deaths per 100,000.

Chile, with constitutional protection for the unborn, outranks all other South American countries as the safest place for women to bear children. The country with the highest maternal mortality is Guyana, with a rate 30 times higher than in Chile.

Guyana has allowed abortion without almost any restriction since in 1995. Ironically, one of two main justifications used for liberalizing Guyana’s law was to enhance the "attainment of safe motherhood" by eliminating deaths and complications associated with unsafe abortion.

Similarly in Asia, Nepal, where there is no restriction on the procedure, has one of the world's highest maternal mortality rates. The lowest in the region is Sri Lanka, with a rate fourteen times lower than that of Nepal. According to the pro-abortion public interest law firm Center for Reproductive Rights, Sri Lanka has among the most restrictive abortion laws in the world.

Pro-lifers emphasize that the WEF report reinforces their contention that skilled birth attendants and access to emergency obstetric care should be the focus of maternal mortality reduction efforts, rather than increasing access to legal abortion.

Before the polls results let us remember this speech from our President after the 04/15/2009 tea parties.



Well, now the same individuals "waving tea bags around" are now making it on major polls and with better favorability ratings then Democrats and Republicans.

NBC and Wall Street Journal recently released a poll showing the Tea Party movement has better favorability ratings than the Democrat Party or the Republican Party.

They asked two questions concerning the TEA Party movement.

Rasmussen found these interesting results as they asked the question: "Suppose the Tea Party organized itself as a political party. When thinking about the next election for Congress, would you vote for the Republican candidate from your district, the Democratic candidate from your district or the Tea Party candidate from your district?"

And the results:

Democrat 36%
Tea Party 23%
Republican 18%
Not Sure 22%

Right now overall Republicans are beating Democrats by a 7% margin according to Rasmussen but if the Tea Party enters it sure can make things interesting no matter how you look at it.

CBNNews reports that "About 60 Pennsylvanians took their concerns about health care reform directly to Sen. Bob Casey today, or at least to his Capitol Hill office. They gathered there to pray that the senator, a self described pro-life Democrat, will put his allegiances as a Catholic Christian before his allegiances as a Democrat when it comes to casting key votes on health care legislation. Pro-life activists are urging Casey to vote "no" on cloture or ending debate on the health care bill. They say a vote for cloture, even if Casey votes against the final health care bill, will be like voting "yes" on public funding for abortion. As the senate gets closer to reaching compromise on other issues, public funding for abortion remains a divisive force. Sen. Casey voted in favor of an amendment offered by Nebraska Senator Ben Nelson that would have blocked tax dollars from funding abortions, but the amendment failed.

Here's a statement from Sen. Casey's State Press Secretary, Stephanie Zarecky:

Senator Casey voted for the Nelson amendment on the Senate floor as well as similar amendments he supported during the HELP Committee consideration of the bill in July. Both efforts were defeated. He is continuing to work on this issue as the Senate works to wrap up debate on health insurance reform.

He also believes that this bill presents a unique opportunity to provide new and critical support for pregnant women. Too many women face pregnancy frightened and alone. No woman should have to walk that road alone. That is why he has introduced two amendments to help ensure that pregnant women have additional support and assistance to properly care for herself and her child. He believes there is bipartisan agreement for providing this kind of affirmative assistance to pregnant women.

Another priority for him is the treatment of children in health care reform, particularly low-income children and children with special needs. He believes that no child should be worse off as a result of health care reform. That is why he introduced an amendment, supported by over 500 national and state advocates, to protect and secure funding for the Children's Health Insurance Program.

Wall Street Journal reports on Congressional travel expenses at tax payers expense (see portions of article below) as Rasmussen reports that 59% of Americans say that the average tax payer funded government worker earns more then the average tax payer does. Why does Big Media ignore the extravagance of government at tax payers expense? At least CEO's do it at their own expense. This is somewhat of a double standard as congress condemns CEO's where is the condemnation of government's use of tax payers money for this. In a recent Wall Street Journal online article titled Congress Travels More, Public Pays - "Besides rooms for sleeping, the 12 members of the House of Representatives rented their hotel's fireplace-equipped presidential suite and two adjacent rooms. The hotel cleared out the beds and in their place set up a bar, a snack room and office space. The three extra rooms -- stocked with liquor, Coors beer, chips and salsa, sandwiches, Mrs. Fields cookies and York Peppermint Patties -- cost a total of about $1,500 a night. They were rented for five nights.

While in Scotland, the House members toured historic buildings. Some shopped for Scotch whisky and visited the hotel spa. They capped the trip with a dinner at one of the region's finest restaurants, paid for by the legislators, who got $118 daily stipends for meals and incidentals.

The tour provides a glimpse of the mixture of business and pleasure involved in legislators' overseas trips, which are growing in number and mostly financed by the taxpayer. Lawmakers travel with military liaisons who carry luggage, help them through customs, escort them on sightseeing trips and stock their hotel rooms with food and liquor. Typically, spouses come along, flying free on jets operated by the Air Force. Legislative aides come too. On the ground, all travel in chauffeured vehicles....The cost they reported for such travel abroad was $13 million in 2008, a 70% jump from 2005, according to a Wall Street Journal analysis of travel records. Lawmakers don't have to report the cost of domestic travel when the government pays. The $13 million didn't include the expense of flying on Air Force planes, which lawmakers don't have to disclose....
In September, five senators went to England for four days to attend a conference with British lawmakers. The senators and four of their wives stayed at the Danesfield House Hotel & Spa overlooking the River Thames, in $340-a-night rooms, according to an itinerary and the office of the group leader, Democratic Sen. Patrick Leahy of Vermont.

One evening, they took a riverboat cruise on the Thames, paid for by their British hosts. Another day, they had a private tour of Windsor Castle, said David Carle, a spokesman for Mr. Leahy.

While the senators attended the conference, their wives shopped and toured Cliveden Manor, a home once owned by the Astor family. There they had a traditional English cream tea that cost $40 a person. The tea was paid for by the British government, according to Mr. Carle...."-etc etc etc and it goes on.
